Why are Trolls not blocked

Thats it. Why are the obvious repeat trolls not blocked from using this site by the mods?

There is enough of that slop all over the internet no need to have it here as well with trolls posting links to these dubious sites. I’ve seen these trolls linking to conspiracy theories on that virus going around this site doesn’t need to enable this idiocy.
