It's so that if the package gets bumped around during shipping, the record doesn't tear through the outer sleeve and rip the spine. It's a sign of a good and diligent trader.
So the jacket is not split in transit by having the record slosh around inside it. It's the right way to ship used vinyl providing the shipper also uses adequate protection on the outside of the record.
