PASS INT 3OA how loud does it play?

I bought Int 30A and it seems to me that there is something wrong with it . First of all when I crank it to max level it still can’t drive my 4ohm ML Spires (91 db) loud enough and max reading that I can get on display is 63. I would expect that the max reading should be 100. Second when I compare its max output to the output of my XA 30.5 I get LKFS reading of 0.4 for INT30A while I get 1.4 reading for XA30.5 for n the same input signal. I suppose I drive 30.5 with pre that has higher gain but still I would not expect such a big difference. Any ideas?

Thank your for the comments guys. It works fine. I found the reason. I had a problem with the cables that I used to drive Int 30A.
I had one driving my focal monitors (1007Be /89db per watt) for a short period of time and it got plenty loud enough. But I did feel it was a bit short on power as I was always running the volume control in the high 40's to low 50's and yes it tops out at 63. I don't necessarily listen at high levels and I was concerned I was running out of the Class A mode frequently; so I sent it back to Reno Hi-Fi.

According to their web site Volume Control 63dB.
Check to see if you wired one of the speakers out of phase by mistake. That would cause low volume.
