Its trying its best to power up...but it needs fixing for sure. Possibly a relay is bad. I would definitively call/send for repair. FWIW, imagine a major fault...and your equipment is plugged into it. Not a good flip of the coin.
Mykesinger, I had a problem with my first unit. It was showing a wrong voltage but I discovered this some time after the expiration date. I called the company and the unit was replaced at no cost to me. Call them.
