Patricia Kaas definitely fits the description of what you're looking for...jazz / Blues influence and very French, her debut album "scene de vie" is quite good. goes back at least 10 years or so.
Madeline Peyroux ..... as several other above have recommended above. Sultry, sexy, & bluesy.

I'm actually listening to her right now ;-)
Miss Kittin and the album "I com" do a great version of 3ème Sexe, sung in French. A very delicate and melodic pop song from a real popular techno singer.

You can sample it here: http://www.amazon.com/exec/obidos/tg/detail/-/B00022XE2M/ref=pd_sim_music_1/002-7716851-1189634?v=glance&s=music
Coralie Clement - Bye Bye Beaute

Perhaps a bit too pop, but an excellent voice
Dee Dee Bridgewater is an American jazz vocalist who spent a number of years in France. She has just released a CD in French that may be worth checking out: J'ai Deux Amours.
In reference to my previous post, there is a better link to sample Lara's music. The link will direct you to 13 videos from a PBS special, and require Windows Media Player software. There are selections in English, Italian, French, and I believe one is Spanish. I am especially fond of "Adagio". Anyhow, I hope these are to your liking.

Here's the link:

For Pop, don't pass up Lara Fabian. She truly is excellent, and so too are many of the recordings.

She has offerings in 3 other languages as well, including English. Lara is huge in Europe, and is deserving of the accolades. She's pretty easy on the eyes too.

French-Canadian jazz singer Madeleine Peyroux. Her album, "Careless Love" is excellent.
Colette Magny / Brigitte Fontaine / Françoise Hardy / La Grande Sophie / Zazie / Jeanne Foly
How about an American who grew up in Paris...Madeline Peyroux. A great jazzy singer/songwriter who has carefully put together only 2 releases in 8 years. Each is worth the wait.
If you like Billie Holiday's voice, you'll probably be enchanted w/Madeline Peyroux. Cheers,
Spencer
Get something by Paris Combo. Not exactly jazz or blues, in fact very difficult to classify, but you said you were open to other things. The singer is great.
Don't forget Claudine Longet. You now find here CD's under here first name-CLAUDINE. Remember Love is Blue.
One of the best is Juliette Greco. "The Original Recordings - CD Story" on Universal #5428442 is not only musically superb, the booklet has great photos and information. The performances are from the mid 50's to the mid 60's. For contempory singers try Keren Ann a jazzy, bulesy, some what hip sound. The new album on Blue Note titled "Nolita" is a good place to start. Both artists have interesting websites. And if you can find Jacqueline Francois's "Mademoiselle de Paris" from 1948, either the LP or on CD, snap it up! It is one of the great classic French albums. Enjoy........
