I don't know for sure, but here's what I heard. Can't remember my source. Not very reliable, am I ? :-) Elton John doesn't write the lyrics, just the music. The lyrics were written by Bernie Taupin. Apparently the "tiny dancer" is Bernie's wife. That's just what I heard. Anyway it's a great song.
