Yes, that is the way I would do it. Nothing technical, but simply that the you are more likely to notice a difference in the mids and highs if they get the jumper; while you are not as likely to notice a change in low frequencies. Ultra low frequencies are felt more than heard.
Cables to top binding posts?
I think this may have been discussed before, but I'll ask anyway...
If I'm using a single cable to wire bi-wireable speakers (B&W 602s3) is it better to connect to the top (tweeter) posts to improve treble response, meaning the low frequency info has to travel via the brass jumpers?
