Anyone using "jumper" cables?

I am curious just how jumper cables can improve the sound, are they the alternative bi-wires? I'm new to this, so educate me please.

I am at a loss over that statement. Don't the jumpers continue the signal path to both x-overs in the speaker? Am I missing something here?
