A 15 amp circuit is 1800 watts,a 20 amp circuit is 2400 watts. I don't know of any audio or video system that comes close to using that much power! I think this is all overkill if I am wrong please someone clue me in? I always thought it was safer... 
How much to spend on a decently good phono stage?
IMHO,I think the phono preamp is the most important component in the chain! That being said,you should get a nice tube unit! Check out the Croft Acoustics RIAA,at $995 it looks like a real winner!

Tweeter height...align with ears?
Every monitor I've owned the manufacturer suggests ear height! I always use 24 inch stands,you can always make them higher but you can't make them lower!

Tbromgard,I've had tonearms that worked better with no anti-skating applied at all. Take off the anti-skating completly and rebalance arm ,then see if that works.

Tonearm and cartridge are resonating! You can try fooling with the anti-skating other wise get a subsonic filter so you do not damage speakers! 
Swap Mono amps Left for Right
If they are the same amps it should make no difference. Are you sure the polarity and speaker tap hookup are the same? Swap them back and see what results you get!

Go for the SME M2-9. You can't go wrong with SME! I have a 309 that I bought more than 20 years ago when it was $1200 new,now it is over $2400. I think the M2-9 is a bargain at $1000!

You said you have two NAD receivers,I don't understand why you just don't swap the receivers and see which one you like better! Am I missing something about your question?
