Turntable under $1500 ..... Rega, clearaudio, or ?
I would seek a used SOTA Sapphire or, if you want new, a Rega RP3. In both cases you will have an upgrade path as budget allows: SOTA factory upgrades or Rega TT PSU, upgrade belt, Groovetracer subplatter, platter, counterweight. 
Rega TT Owners - P3-P5-P7
Easy. Get the new RP3 with the TT-PSU. When convenient, get the upgrade belt, then the Groovetracer sub-platter, then the Groovetracer platter. The final table would be better that a P5, and at your pace, not at ours. 
Speaker stands for B&W 804s
I owned B&W 804 and had the same problem. I would suggest to get Soundocity speaker outriggers. I think the company went bankrupt, but I'm sure you can get them on ebay or Audiogon.

A buffer changes the entire picture. If you want a ARC Reference preamp doing its thing, get an amplifier with an input impedance of 50kOhms or higher.

I would also point you to the Purity Audio Design Reference (two steps below the Ultra GT). I haven't listened to it but I trust Martin G. DeWulf's ears. He is not prone to exhuberance, but he raved about it on the latest issue of Bound for Sound.

I agree the SF would be more to your liking. Tannoys are great but they need tubes, even SETs.

I agree with Mot. Go for either the Mirage OMD-5s or the Gallo A'Divas. 
High Current Class-D Amps for Maggies?
Check the Digital Amplifier Company's Cherry Plus, stereo and brand new monos. Clement Perry (The Stereo Times) loves it and especially its bass power, which may be just what the 3.7 needs! 
Hansen King V2 / TAD M1 / YG Studio Reference .
Another vote for TAD Reference 1s here. I listened to them at two RMAF shows and in both cases they were superb in my opinion. Not bright at all, in fact, a bit warm.This is why it is important to listen to different speakers, as we all don't hear...

You have to compare apples to apples, at least when possible. For example, make sure you have the Berkeley USB when comparing the Berkeley Alpha DAC against the Ayre QB9 (both using a USB connection), and so on and so forth.
