preamp suggetions for mid lvl system
Keroo, check out a used bryston pre. They would be nice, neutral and reliable. I'm using an Odyssey Tempest Extreme that I'm happy with. i'm not sure that it would be easy to locate in India. Bryston would most likely be easier to find. 
Need help with sub selection
You could take a look at one of the Q series Rel subs. I don't have any extended experience with one (only at an in-store demo). Sounds clean and a fair amount of adjustments. An older Vandersteen 2w (non q) would be fairly close to your budget.
