Reliable tube integrated for $1000
The Audio Space AS-3i. It may be a little over your limit but not much. It's a very good-sounding EL34 integrated with 3 inputs, user-selectable feedback and front panel triode/ultralinear switch. Easy to bias too; and looks cute.

Headroom ultra microdac, Benchmark Dac1 or other?
The Apogee Mini-DAC has a very good headphone jack FWIW. To me it sounds best run off a battery supply using the XLR outputs. I have not compared it with the Benchmark or the Stello.

SOTA units, sorry, dunno. At the top of their price point units: I know one. The Apogee Mini-DAC runs off a battery and sounds very good indeed that way.
