Help with a tube amp recommendation
I'm going to be a bit of contrarian. Having had all 3, I prefer the sound of "conventional" OTL amps (Joule and Atma-sphere) to the Berning with VSM-MMs. And to be a bit more contrarian, right now I prefer the Atma M60s to the Joule.

You are going to have to open 'er up. Use a #10 blade, but make sure you have an experienced stereo surgeon scrubbing in ;~). 
Budget Preamps for Atmaspheres?
If you want to try a balanced unit, look for a used BAT VK3 which should come in at your price. The Atmas do sound much better run balanced. 
Technical Question: Pre Amp into Power Amp
The nominal output voltage is 2v on the pre. The input sensitivity is 2v to yield 250 w, which is the rated output power. the pre should supply plenty of voltage.

The set screw (not necessarily allen head) should be in the knob to tighten it to the shaft. You should not need to open the case. If you find a small threaded hole, perpendicular to the shaft, then the screw fell out. If the allen screw is tight,...

Will Sonic Impact T amp work w/ original Quad ESL?
Generally planar speakers want lots of current and I am not sure that the Sonic can deliver lots of amps. Driving an amp into to clipping is a very common cause of speaker damage. I would be wary, but then again I am NOT a tech head. 
Western Electric 300b Tubes - Differences
AFAIK, what Bander says is exactly the case. Major problem is that most of the OEM tubes are not sold as matched pairs. But if your amp biases the tubes independently, that may not be much of a problem. 
Supratek preamp vs Lamm LL2 ???
Never heard them both at the same time, but have heard them both in different systems. Very diff sound. I was not impressed with the LL2 (Sorry Bob). Like the Supratek much better (course, I owned one, so YMMV).

It depends. By design, the 2WQ subs cross over at about 80 hz, with a shallow slope, so your mini-moniter would need useful output about 1 octave below that.

Preamp match for Mccormack DNA-125
Actually, I did have a problem with DC leakage/amp shutdown with a 0.5/3i combo. BAT diagnosed it as a bad resistor, fixed it in 24 hrs and I had it back in about 4 days total. Never had the problem again. And a hearty re-inforcement with the gain...
