The amount of damping to use on the tonearm varies with the cartridge used, and its interface with the arm. Use only one drop, listen, add a drop, listen again, etc...until the sound not only doesn't get better, but will collapse. Remove that last... 
General comments on SOTA
Linns are VERY tweeky...Regas can also be, although much less than Linn. VPI's are an easy setup and once set up, you don't ever have to touch them again. Installing a cartridge is always a pain to do on any turntable, but probably you could have ...

Phono recommendations for Koetsu
..another tact is to get an excellent high output cartridge so there is no need for the step up, or cables to get it connected. If you listen to the Benz Ebony H, you might even like it better than the Koetsu, whose time has come and gone for me. 
Good speakers under 10K.
Vandersteen 5A's are a fine speaker, however it requires excellent care in setup and ancillary electronics for them to really sing....and sing they can.

The idea is to find the cable that sounds best to you in your system. Do not buy by price (staying within your budget), but by sound. There are many inexpensive cables that sound great.
