For Wilson Watt/Puppy 5,6,and 7, You'll need some super thick cables that's capable to handle 2 ohm imepedance. Recommending 6 AWG size for 6 ft to 8 ft pair. Not many cable manufacture is qualify in this catagory. Bi-wire is probably the way to go.

Your opinion on cable spending
Depends on your need. For best possible performance / matching, I would buget up to $500 each for pair of speaker cables, and $500 for each pair of interconnects. 
Speakers for small room?
For a small room, I would prefer a fully sealed mini monitor speakers. Too much resonance from ported speakers. ATC SCM10, Rogers LS3/5A 
Phono pre-amp problems
Jsawhitlock, now that you have explained it better, I believe your mute circuit has problem. I never had SF product so I don't know how it is designed. If there is a bad relay for the mute circuit, please go ahead and replace it.

Are vintage speakers really that good?
The vintage drivers can be good sounding. The only problem with the vintage speakers are the cabinets. Many folks bought these drivers and build them with good cabinets and they can be as good sounding as a $5K to $10K speakers. 
Phono pre-amp problems
Yes. Bad tube can cause this type of problem. If one of tube has a short, it is possible that LED might go off and blow the fuse. 
PMC versus ATC passive monitors. Pros and Cons
PMC is bass reflex and ATC is near field. Very different presentation. Depends on what type room setting you have, you might prefer one over another. However, the ATC requires higher power amp than PMC due to the nature of the design.

Look into VDH lines. retip is $500 fixed price for any cartridge from VDH. If you get one used, it is still held its resell value pretty well.
