I would look for better SUT for the SPU cartridges....It may be more $$$ but you will gain a lot....you may start with Patridge 7834 or Ortofon SPU T 1.... 
Cheap phono cable
Cardas DIN to RCA box should do it for you....or if you want cheap just use Belden cable and do it hard wired from the SME to the phono pre RCA...

personally, if you do not have large collection of 78's do not go that way....on the better note the best will be for you just plain old RCA machine?box/console with turntable on the top and box with some tube amplifiers and speakers inside...that... 
TONEARM for Tsd-15, and SPU's
from the choices I would go for the FR64S or Ikeda for sure....but it is a bit of overkill for the turntable....so if you want to stay in that line I would go for the SME 3009 (and even maybe the SME 3010R if you want the best from the SPU cartrid...

if you go to theartof sound forum and type there you can find the whole chart for any SPU cartridges under the thread by "fordy" SPU Spirit...The wire is 8N copper for the coils...

do you have 3 wires on the Garrard power cord? Means is there ground wire attached at the motor bracket ? if not try to use separate wire to ground it there...

regarding the ground I would try both either ground the Garrard at the motor bracket and also on the cable or just the motor, or just the cable. You should find out which works better at your system. Also check if there is ground going from the ar...

try to look at the Garrard ground...it is usually just 2 prong cable. The ground should be from the motor bracket. That may help with the hum...the liveliness may be some combination between these two grounds....
