Proceed repair is an expensive flat rate affair should it ever need service. It's a nice sounding unit but it's dated.

preamp gain problem.
I would first suspect that someone may have substituted the original tubes with "low noise" tubes, ie lower gain. There may also be jumpers within the pre that change the gain. Check with VTL, hopefully you can talk to a tech and not Luke Manley, ... 
Do you leave your McCormack amps powered on 24/7?
Most of the time, my RLD 1 pre has a standby feature so it and the source components get turned off when we leave the house. 
Anyone try McCormack DNA + Placette Passive?
The DNA 125 has an input sensitivity of 1.0v so it should work well with a passive provided you have a good source.

I would recommend hiring an electrician also, one who is experienced and knows your local codes. Wiring is not a hobby. I would also recommend a dedicated earth ground as ground loops are often caused by a difference in ground potential.
