Yes. AS is different from VTF. You still need to counteract the tendancy of the arm to twist toward the center of the record.

The grooveless test will not tell you anything because there is almost no friction developed between the stylus and the record. It is the friction produced by the stylus tracking a real groove that produces the need for anti skate in the first place.

If you have a joisted floor, think about extra stiffening under speaker and rack locations (deeper joists or even posts.) Also, it would probably be best to think about some kind of wall shelf for your TT (if you will have one.).

I think welded wire would be more elegant (see the tubes better) but more expensive. And if kids are the concern, not very good protection and too easy to drop stuff into or onto the tubes.
