If you don't need the cash now and plan on selling, I would hold on to them and sell them later when things improve. Even though NOS tube prices are still at a premium, I don't think that there are still as many people willing to pay the price.

I'll take a stab at this. You mention that you have moved different components and speakers in and out and still experience the same effect. Could it be that you have a tolerance to "fatigue" that wares off after about 20 - 30 min and then sets in... 
Outriggers: Soundocity only game in town?
You could check out Brass and Granite Audio. They make a plate that bolts to the bottom of your speakers that has the outrigger feet. I'm not certain of the cost, might be more than what Sound City sells, but they also offer the parts for DIY.

So Much "Harshness"
Along with power and EMI/RFI issues, speaker room interactions can be the culprit. Personally, I find music to be harsh or fatiguing if the bass isn't right. 
MSB DAC III compared to the Platinum Plus unit

6sn7 tube question
I find it much more enjoyable to purchase low noise current production 6SN7 vs "by at your own risk" NOS exotic. Almost every exotic NOS 6SN7 that I have purchased, most from very reputable sellers, was either noisy or had a very short lived life. 
RFI in tube system
Do you have any coax cables near your pre-amp? I had an ARC REF1 that would get noisy if I moved my tuners antenna coax to close to it. Sounded just like a tube getting noisy.
