A little higher than you are looking to spend, but consider the Wilson Audio Sasha DAW.  Good prices on the used market and a truly excellent and versatile speaker.  I have the Sabrina X’s, which are fantastic for my small 11.5x11.5x11 music room....

+1 for the ARC REF 6.  I have one and it is a fantastic tube pre, paired with a Pass Labs 250.8, and a Shunyata Sigma power cable.  Superb!  
Standmount speaker suggestion
Another plug for the Joseph Audio Pulsars.  Great speakers that I drove with my Pass Labs 250.8.  You can't go wrong with the Pulsars, great sounding speakers with surprising bass for their size.  A great deal.

I would say that the preamp definitely matters, and I am in the "cables do matter" camp.  I started with an MSB Discrete DAC and volume control.  My dealer lent me an ARC LS28SE to try.  I found it to be no different or extremely minimally better....
