ProAc sound with SS vs tubes
The bass control is better with the Aesthetix Atlas, but they sound great with tubes. It really depends on the type of music you select. For small jazz, female vocals, folk music, etc the Quicksilver amps are tough to beat.

I think you should consider the Wilson Benesch speakers. No relation to seller, but there is a pair of Discovery for sale on Audiogon at a good price. About 88 db efficient and should be a good match.

Instead of spending money on a cartridge I recommend you upgrade the tonearm. Audiomods or Basis tonearms are drop in replacements for the "good for the money" Rega tonearm.

How important a tonearm is in the reproduction chain, and how great a really old turntable (Garrard 301) can sound.

Upgrade the Rega tonearm. A used Basis Vector would make a significant difference

I don't think 6 watts is enough power for the Proac 1.5. You would have to sit very near field (under 1 m away from speakers) for this to have a chance of working. 
Suspensions on turntable...really effective?
I suggest you look at the Kinetic Systems website for information on vibration control. You should also Google search Vibraplane and look at the article from Positive Feedback that will be in the search.
