Tuner can be heard through other inputs
Bleed through crosstalk..... Bet the same thing would happen with a CD running and you switched the preamp to another unused input. You could try using shorting plugs in the unused inputs of the preamp. 
turntable + fluorescent light = crackling speakers
The problem is the fluorescent light... Typical normal operation of a fluorescent light fixture. I would get rid of the fluorescent light and replace it with an incandescent.......

A few days ago I noticed I have no neutral coming in from my meter, it seems to come from the power line to my house but the actual metal pipe that connects my panel to the meter only has 2 power cables and it looks as if there is no room for a ne... 
EMF/RFI isolation with aluminum sheet metal
I would not worry about any EMI/RFI exiting or entering through the DVR case. It has to meet FCC regulations for such things. More so exiting than entering. But it works both ways.....That does not however stop EMI/RFI from going back out on the p...

You could disconnect and remove the spring and just use the counterweight to set the VTF. Or turn the VTF dial up as far as it will go and then use the counterweight to set the VTF. I assume you have a stylus pressure gauge.

Yes. The equipment the power cord is connected to determines how much current, amps, the cord will be carrying. 
Is fiberglass safe?
If the room is finished you might want to build them in the garage or outside if possible. Wear a long sleeve shirt and a dust mask. Goggles would be appropriate if the wind is blowing. You may want to check out different manufactures... Some fibe...
