If they are (and can't see them) then most likely the fuses are soldered. Check the manual -- if it makes no mention of fuse rating or if it states no user serviceable parts inside then you probably cannot use after market fuses.

Check the fuse size on the amplifier. If it is under 16 amps then you can use a 20-amp circuit breaker and that would be plenty. 1600 watts at 220 volts is less than 8-amps so I would be surprised if the amplifier mains fuses are greater than 10-a...

Did Raidho state that Coda is, in fact, an authorized dealer? I'm not a lawyer but I think sending money to an AD is the same as sending it to the manufacturer.  
Transformer Noise
That is also a symptom of a filter cap gone bad. Try using a cheater plug -- if the hum is reduced it's most likely ground loop, If it stays the same, probably a capacitor.
