The trick is not to use very much wool at all. It is certainly not a good idea to stuff the thing as that only stifles the sound. 
Using a RS SPL meter
Iirc I used to set the meter to 0 dB for the average sound level in the room. Then when you move around the room you can see the peaks and the dips in dB relative to the average level. 
When does speaker distortion become audible?
It's a strange thing, that when a high end system is turned up a little louder than average distortion is very audible. Yet, the speakers and the amp are operating within their range. Anyone else notice this? Funny how we get used to the distortion.

You can pick long fiber wool up on eBay, there are quite a few vendors that sell washed raw sheep wool in various weights. I just picked some up the other day.
