What makes a High Efficiency Speaker
Great discussion. But note that an eight ohm speaker that is 1% efficient in converting electical energy into mechanical energy will output a sound pressure level of 94db. Boy are we waisting a lot of energy!!! 
Eliminating RFI
Hi,EMI is tricky. I suggest that you check that the outlet ground is connected and securely tightened. Also other devices connectd on that same electrical line can re-radiate EMI back into that outlet. See what else is on the same line and unplug ... 
budget table brain buster
I think you need to consider a bigger budget upgrade. I suggest that you buy a new vpi scout without the tonearm and install a rega rb300 on it. For less than $1200 you can have an excellent setup to go with your other excellent equipment. 
Ground Loop Problem - Stumped
The EP15 is floating the ground from your electrical outlet. This is causing the hum. Call exact power and see if they have a mod for this problem or if they give you some procedure for grounding the unit.

FM signal strength and quality is dependent on height and location in relationship to the transmitting tower. You are simply in a bad location within your house or apartment.

This is easy and a no brainer for your system. Buy an ARC 100.2 it is excellent in all parameters. Don't take my word, read the feedback on audioreview.com

Don't waste you money on a speciality power cord for the Krell. It will make very little difference. Use the power cord that came with the amplifier.
