Check out Monarchy Audio. They have several models with volume controls. I'm not sure if the volume control is analog or digital though. New or used, they are in your price range.

what is it like to mix tube and solid..
I run a SS pre with a tube amp. This was my approach. I found a SS pre within my budget that sounded transparent to me. Then I played with different tube complements in my amp to achieve the tonal characteristics I wanted.

I too own a RLC-1. It's a piece I have left over from when I first got started. It is not bad as far as transparency goes, for it's price. Beware, power outages reset all your settings (i.e. tone, volume, balance).
