Best way to keep REL sub from “hopping around” at high volumes
SVS makes some nice rubber subwoofer feet that screw in to the bottom for around $49 a set. You can find them on Amazon, and they have thousands of great reviews.   
Have a tube that gets really bright when turned on and then dims quickly
It is known as the "Mullard flash", and does not mean anything is wrong with the tube. Is it a Mullard 6922?

You might wish to consider a Coincident Dynamo EL34SE MkIII integrated, priced below $1,500 new with shipping included. Nice sounding amp at that price point.  
Sony SACD Player SCD-XA5400ES; YAY or NAY?
The 5400 is a fantastic player all around. They are no more notorious for laser problems than other CD players. They also do not  “upscale" your CD's to SACD, as the member soix mentioned.

I agree with  ghasley1. Telefunken is not known for their great 12AU7 tubes at all. They are nothing special to my ears. Telefunken did make some amazing sounding 6922's and 12AX7's however.  Look for a nice pair of Amperex long plate 12AU7's for...

Magnepan LRS- what amp should i consider? (sub $2,000)
You stated that you like to listen loud. Even with a strong amplifier, the LRS may not be the best choice for you in an 11 x 21' room.  
What would happen when you under Bias your tubes?
I would think that 70% bias that you suggested is too low to get the intended sound that the manufacturer intended you to get. Yes, your output tubes may last longer, but what good will that do if it does not sound better that way? Listen to a fam...
