Help selecting a power cord.
Go and grab an audioquest thunder, a great little power cable, well not so little....AQ x3’s are great for source components. I use them throughout. However, this is just a start...you will need to add a dedicated line/circuit preferably 20 amp 12...

Sorry, have never heard of a tube amp causing this issue. I’d say it is more likely a major build up of static electricity at the turntable platter. Maybe try zapping it with a zerostat. Is turntable grounded properly? What mat are you using? Felt... 
Main vs. sub panel for dedicated lines
What difference does it make? The sub panel is still receiving power from the main panel. Just go to main panel and fit a new 20 amp breaker, or if no room a piggy back breaker. Then use 20 amp 12 gage romex, the yellow jacketed romex. If you like...
