What makes a sytem "Fast?"

What contributes most to the speed of a system.....the amp or the pre-amp?

To the rest of you, what makes an amp, speakers or preamp fast? Can a low powered tube amp be fast? Would a high powered ss amp be necessarily faster than a low powered tube amp? How important are cables to speed?
