Um, yeah. It would be pretty amazing if it was able to lift the arm before making contact with it.
The adjustment you're looking for is a tiny little allen screw that holds the lift cylinder in place. The lift stroke is fixed. Loosen the set screw and lower the hydraulic lift if you want the arm height to be less when its raised. Not a great idea as it means racing to get back to the chair before the needle drops. So loosen the set screw and raise it back up.
