Phase Technology PC-8.5 speakers sound flat

Hello,
I recently purchased a pair of PC-8.5 speakers and recently hooked them up to my recapped Pioneer SX-850.  They sound completely flat with no high end.  Has anyone had experience with them?  Could it just be tweeters, or somethin I am missing?  Any direction very much appreciated.
What is the purpose of the gold clips between the two positive and two negative speaker connections?

The gold clips are jumpers for the woofers and tweeters.  The2 positives and 2 negatives need to be connected.  If not, no highs.

Thank you!  I reversed the connections and ran the speaker wire to the tweeter connections instead of the woofers.  HUGE difference.  I also ordered some new jumpers to replace the clips.  They sound MUCH better!
