Payment method required to send messages???

I just received the following notice when trying to respond to a message a member sent to me.  The message was about audio gear and had nothing to do with buying or selling.  Is this a new requirement?  

You must have a verified phone number and payment method to send messages.

You just need to add a credit card.
This is required to  contact  our sellers.

Just verified with Tammy that you do indeed need to put in a payment method in order to message back and forth.

That, I can't say for certain as I didn't ask for specifics but I don't see why it wouldn't as that's a legitimate payment method.
