Passive preamp question

Given the extremely low output impedance of a passive preamp, wouldn't they work with any amp, regardless of its input impedence? Is that all there is to it?

Yes? No? Reasons why or why not?

Now is it logical to say impedance is dependent upon the attenuator and nothing else? I've been looking at the Hattors for quite a while.
