Parasound Halo Preamp Volume Setting Question

To owners of Parasound Halo P 3 (P3): Are you experiencing this situation? On my preamp, each time you turn on the unit, the volume level on the front display shows "40". It does not keep the same volume level setting at the time it is turned off, for example, at "00". So when it is turned back on, the volume level goes back up at "40". This happens when unit has been off for more than 10 seconds. I try to remember each time to lower the volume each time I turn the unit on. I am just afraid other users might not be aware of the situation.
