Hum from my Rega Planar 3

Need to find out the reason why as the tone arm on my new Rega Planar 3 goes closer inward to the center of the record the hum on it gets louder? This happens without the cart even on the record?

This will help (yes, I own one) if you don't want to modify your turntable. @noromance  is correct though; his is the best solution.
