DVD Shrink is a very good program. See the Top Downloads section. It does what you want and more. You can even compress select data files further to fit a large amount of video on a standard DVD that would need a dual layer disc otherwise. Compression will obviously reduce the quality some.
DVD Shrink does not burn discs. It does set up the files, which can then be burned by any generic software such as Nero, Roxio, etc. You can set it so it brings up the burn software automatically when the files are ready.
