Full range is typically defined as a speaker that reproduces frequencies from 20 Hz to 20,000 Hz. Most floor standing speakers can't reproduce that full range.
A monitor speaker typically refers to a speaker that needs a stand or a bookshelf to be brought up to ear level. It doesn't necessarily mean they are shy on bass.
