I don't think you'll be able to stick an AT&T fiber into a TOSLINK connector. Even if you mechanically get it in the connector, the systems operate on different optical wavelengths.
There are a number of jitter reduction devices (such as the Geneis Digital Lens) that have coax and TOSLINK inputs and have ST outputs. One of these will solve your problem nicely.
