UPS, ANY UPS location, USA or Canada, will pack and ship nearly anything. I spoke to Niagara Falls UPS office, they confirmed that.

UPS will bill my credit card, so, all you have to do is ask a seller who doesn't ship to drop something off 'loose', and UPS takes both the object and the responsibility.

This seller isn't even responding to that.
