Belt slipping off Scout
Sometimes it is, sometimes it's not. The motor is at about the same height as the plinth, however now that I look at I can see that the motor wasn't perfectly level; maybe that was the problem.

You mean the top of the pulley? 
Clearaudio Champion L2 vs. VPI
I'm not an expert but the L2 is has a much more massive platter than the Scout, which has got to be a plus. Take that for what it's worth. 
Best commercial press for flattening warped LP's
Why not look at a used dry mount press for flatting prints. It would be considerably less expensive. I haven't tried it myself but it's worth looking into. 
What's Wrong With My Cartridge/Setup?
I would reccomend you have a local dealer set it up for you, that way you know for sure it's setup correctly. I had a really hard time myself. Others will be able to help you more I'm sure.Good Luck

We'll I've got my dehumidifier going, turned out it was about 75% in my listing room. I guess that's what did it. 
VPI Scout Motor Questions
We'll I don't have a p300, however I didn't notice the vibrations your talking about. I would just do what everyone else seems to be doing which is upgrade to the Teres motor.

I guess they say iron rusts and aluminum oxidizes. It's all the same to me.

According to VPI it wasn't rust, it was oxidation of the aluminum caused by something foreign on it.

Don't know about that, but I did read in the current Stereophile that they will be including a real antiskate mechanism sometime in the future. 
Know of a book on audio basics?
I have the Master Handbook of Acoustics and while it is very good it is extremley complex. I would highly reccomend The Complete Guide to High End Audio. 
VPI Phono Cable
It say's on the instructions that you can run a "line level" signal throught the cable and break it in faster. Haven't tried it myself.
