IMO-I would focus on your system as a whole. I totally agree with upgrading your TT-and the VPIs are awesome TTs-I wish I had one. But for $2500 or so, I would opt for a gently used P3/Sota Comet/mmf so I could upgrade to a good quality integrated... 
Advice on sub-$500.00 cd player.
I would recommned NAD's whole line up of BEE cd players.

You could add an equally rated NAD amp to your existing NAD integrated and run each amp in mono. This is a very popoular option and will really increase the watts/loudness of your system. 
MM Cartridge for Planar 3/RB-600 combo
The entire line up Ortofon's 2M series is supposed to be very good. I had the 2M Bronze which retails for 398 and really liked it. I hear the Red and Blue are very good too. 
Speaker recommendation. have $2,500
How about Usher speakers. I have the x719 and really like them. I have heard Ushers floor standers and think they are excellent. 
"Warmer" Speaker - $600-1000 Range
Used Ushers - very musical and easy to drive

I have the Usher x718 and i have used a B&K ST 140, McCormack dna.5, and NAD integrated. I also heard them with a lolida integrated with 60 watts per side. The Ushers sound great with all of them-but the better electronics the better they soun... 
Would You Like to Make Your CD's Sound Better
i will give the antistatic sheets a try-another tweek ive heard of but dont know if it works is to use green ink marker around the edges of the cd.

I had the dna.5 and it is a very musical amp. I would highly recommend it, particularly since you have a McC RDL. I had all McC electronics and it had great synergy. Go for it.

3500 can buy a lot of excellent speakers. I recommend you stay with a good dealer in your area. The speakers you mentioned are all excellent and good buys. 
any good mat for a rega p9?
Funk mats are supposed to work well w Regas 
Length of speaker cable effect bass response?
The speakers remain in their original location. Could the gauge of the bluejeanscable be the cause of lossing bass response or perhaps impedence problems? The cable is 14 gauge (Canare 4S11)
