The main question would concern whether the arm was rigid enough but since you already have it why not try it? 
will a marantz 8b and altec model 19 work ?
The 8b was about 12 watts on the triode setting, more like 30 or 35 on pentode. I have forgotten the sensitivity of the 19s but the 8b should be fine, that was the power rating of many of the best amps of that era. My first stereo amp was a Dynaco...

The IV is still a very good arm. I would not obsess about VTA, get a good average setting and forget it, every record will be different anyway. I have had arms that permit on the fly VTA adjustment and seldom used it. Some adjust for every record ...

I use to sell these and I don't remember them being very demanding in pre choice. I would think any good tube would work fine. If you see a rebuilt PAS3 Dynaco that might be good as Dave Hafler designed that as well. Otherwise I would look at olde...

SOME Graham arms use the SME mount [mine does] but most don't. It is possible that one of the non-SME mounts might fit using the present board. Check the arm length chart at Vinyl Engine or other sites. 
Usijng two different subwoofers
I feel that crossing anywhere above 60Hz is for HT only, the lower the better. I use 25Hz on my RELs. SUB woofers should operate below the range of the woofer. 
Is the Basis 2001 a solid enough table to keep.
I use a Audio Technica AT 33 EV, which I got for $400 and a Denon 304, which is now around $500. One of the on line reviewers uses the 33 along with a $5K Dynavector and fells there is not a significant difference.

You would have to ask the manufacture, but since it has an output transformer I would think it would be all right. My friend uses a rebuilt Heath tube amp that I think has 8 watts. I was a Quad dealer for years and used several amps besides Quads ...
