It should be ok. I have Phantom tonearm with SME V cutout on VPI TNT. Better check with Graham to make sure the tonearm length for 1.5 and Phantom are the same. I know Phantom has long arm wand. Check your tonearm length.

I use digital level with great result. You can actually level to zero degree with digital level. It only gives approximate indication (hardly to zero) with bubble level. You hear the difference when you level your platter to zero degree.

Graham Phantom damping fluid level.
Frank_sm, 2 mm is from the end/tip. I agreed with Sirspeedy, a little change in fluid will change the sound. Good amount of fluid plus right VTF can get the best out of the Phathom. Too much fluid makes dynamice slow and sluggish.
