whats the best way to reglue record covers
I've always found "Duco Cement" to work well. It's a multipurpose household glue, but it seems to work extremely well for both record covers and split book bindings. Readily available at most hardware stores.

Keep in mind that the aging and yellowing of record jackets are a function of effects of light and humidity over time, not so much the absence of a plastic sleeve. The plastic sleeve principally serves to protect from wear (rubbing, scuffing, etc)...
