Surface noise
Is it a Whooshing sound? What is your other equipment. could it be tube rush? Does it change in pitch? perhaps bearing noise, have you lubed it?

I love my M3 and intend to keep it forever. I even have a spare set of nuvista tubes just in case. I have switched my phono to MC and run my Lyra Delos straight in. Excellent sound.

In my opinion, a Sota Sapphire gives the best bang for buck, especially a factory refurbished model. Also, a used VPI Classic. Either will give you considerable pleasure in the future

the Nikko Beta 1 and III preamps have excellent phono stages, so perhaps a Nikko receiver from the same period would be equal. 
Surface noise
I dont hear any surface noise at all on any of my turntables on new 180g albums, so I suspect something is going on with your cartridge. How old is it. do you have another to try?
