If cut is only on the surface its ok if its deap you must tape it with elecrical tape.The clear coat is just the way cable is made it protects inner wire.
Valhalla Power Cable question
The valhalla power cable has a very thin clear overcoating over the main cable sheath, similar to the clear plastic protective covering that covers the displays on some electronics. I am trying a Valhalla p.c. at this time and there are some very small tears in this clear film. For those of you familiar with the Valhalla is this common, do you know the purpose of the thin clear over wrap? Thanks. PS, my system is not updated yet but with this question it shouldn't matter.
