Usher Dancer Mini 1 question

The specs state that the Dancer Mini 1s are approx 42" tall. Is this height with bases or without bases? It seems that if it's without, then the tweeter height will be way above the average ear level when seated. Also, until I can upgrade I will be driving these speakers with a Cambridge Audio Azur 840A V2 amp in a 10' x 14' room. Is that adequate for reasonably loud volume at about 8' listening distance? Thanks.
