Tubes in VAC Signature mk IIa (2) vs ARC ref 6se (8)

Was very surprised tha vac’s signature special ed line stage uses 2 tubes and the ref 6se has 8.  Both are in the 16k to 20k price range.  Ideas on why such a large disparity in tubes between these two preamp leaders?
