Testing beam power output tubes, meter pegs out

I have a Hickok model 752A When testing beam power output tubes meter pegs out and plate voltage drops to 65 volts. On a valid test plate voltage is 115 volts. An ohms check between wiper of R20 (B+ source) and plate lead reads between 5 -25 ohms. Thank you for any help John Monk
