You can Google it, but the simple explanation is a floating shield where the endpoints are connected to each other with a small drain wire (thus creating a loop).The 360 variant is to put another shield around your cable (braided copper for example) and solder a drain wire between the end points.
Shielding effectiveness is different because there is no pathway to an earth point, but the (mostly external) radiation is looped inside the shield. Works quite good on ethernet and digital cabling.
